Are there risks ...? Yes, virtually all the risks associated with vaginal and anal sex are still associated with oral sex; what differs is the probability, the degree of likelihood of such risks.

Even HIV! Especially when the person giving the oral sex has sores, blisters or wounds in his/her mouth; HIV ladden semen or vaginal fluid on contact with such epithelial breeches can inoculate the deadly virus into the blood stream.
But fact is the risk of these infections with oral sex is minimal, much lower when compared with it's penetrative counterparts[ anal and vaginal sex]
📌 ORAL SEX and HPV.
HPV is Human Papiloma Virus, an ubiquitous and mischievous virus implicated in many diseases ranging from benign conditions like Condyloma acuminatum [genital warts] to malignant conditions like Cancer of the Cervix and Oropharyngeal cancer [Cancers of the mouth and throat]
Can HPV be transmitted via oral sex...??? Most definitely. Can Oropharyngeal cancers develop in the wake of such transmissions and subsequent infections, if established...?
There are many types of HPV, ranging from Serotypes 1 to up to 36 and more. So there is at least upto 36 different types of HPV, and not all serotypes are associated with cancers. The serotypes associated with cancers are 16 through 19, especially serotype 16.
So for cancer to develop, infection with these Serotypes especially 16 is necessary. And even at that, it still is not a hard and fast rule; it takes time, years from the time of infection for malignant transformation [cancerous changes] to occur; and in an immunocompetent
But yes the risk is still there, even though minimal.
📌HPV, ORAL SEX and CERVICAL CANCER.
Yes, HPV especially serotype 16 is the single most important factor in the development of Cancer of the cervix; one can rarely come down with Cancer of the cervix without a prior HPV infection. Other factors implicated include:
📎Multiple sexual partners.
📎Smoking.
📎Early sex.
📎HIV infection.
📎Sex with uncircumcised male.
Etc
Is HPV transmitted through oral sex implicated in Cancer of the cervix...??? Most unlikely because HPV is not blood borne, it requires direct contact. So penetrative vaginal sex with the penis hitting on the transitional zone if the cervix, or sperm making contact with the cervix is more likely to be associated with HPV infection that can lead to Cervical cancer.
So why Oropharyngeal cancer is to oral sex, Cervical cancer is to penetrative vaginal sex.
📌 LINK BETWEEN EARLY SEX and CERVICAL CANCER.
The part of the cervix most susceptible to HPV infection and thus to Cancer is the part called the transitional zone[TZ].
Before the age of 18, the TZ is usually on the outer part of the cervix, while afterwards it assumes an inner more "protected" position in the inner aspect of the cervix.
Thus the likelihood of infection with HPV is higher with sex at an early age than with sex at later age.
There are other reasons which are beyond the scope of this discussion.
📌 the UNCIRCUMCISED PENIS,HPV, and CERVICAL CANCER.
The uncircumcised penis is generally less hygienic than it's circumcised counterpart. This is so as the prepuce, the foreskin, harbours dirt in its inner folds.
This "dirt" form what is called Smegma which in turn is a fertile ground for the growth of HPV.

The reason why Cervical cancer is commoner among Hausas is a combination of the above factors, namely:
📎Their females marry early and thus start having sex early.
📎Their males are uncircumcised.
📎Islam favour polygamy, hence Hausas by virtue of that have multiple sexual partners.
Etc.
📌 CONCLUSION
Life is all about risk, and oral sex is not an exception to that rule.
By virtue of this basic truism, oral sex is saddled with almost all the possible hazards of penetrative sex ...but to a far much lesser extent.
The major issue with oral sex is psychological, since the mouth is viewed as a portal to the stomach, which people try so hard to keep from contaminants in the environment, including food.
And since the vagina and penis are traditionally regarded as "unclean", people thus tend to frown at the idea of oral sex.
That said, oral sex is still RELATIVELY safer than the other forms of sex.
That safety can also be heightened by the use of DENTAL DAMS which serves as "condoms" for oral sex.
